The Representative will head the Regional Office for South Asia (ROSA). Within delegated authority, the Representative is responsible for the effective implementation of UNODC programmes and activities in the designated region in supporting Member States’ capacities to deal effectively with issues related to drug control, crime prevention, countering corruption and terrorism prevention, i.e. UNODC’s core mandated areas. The incumbent will be responsible and accountable for the efficient management of all human and financial resources allocated to the programmes and the office, as well as for ensuring outputs of a high-quality standard.

The incumbent is also a member of the relevant United Nations Country Teams (UNCTs) in the region, under the strategic guidance and coordination of the Regional UN Development Coordination Office (UNDCO), the United Nations Resident Coordinator (UNRCs), and member of the United Nations Sustainable Development Group (UNSDG) Regional Team wherever applicable, and as such will work closely with them.

As member of the local Security Management Team (SMT) the incumbent supports and advises the local Designated Official (DO) in all security management related matters.

In particular, the incumbent will perform the following specific duties:

Advocacy

  • Effectively lead and manage the UNODC Regional Office for South Asia (ROSA). Ensure effective implementation of UNODC Programmes and activities in the region in supporting Member States´ capacities to deal effectively with issues related to drug control, crime prevention, countering corruption and terrorism prevention.
  • Oversee the successful implementation of UNODC programming in the region in close consultation with the Programme Coordinators, assure the effective functioning of the programmes and take the responsibility of operational oversight for the coordination of activities.
  • Provide advice to governments in the assigned region on the development of national long term capacity-building in drug control and crime prevention, in order to promote adherence to and ensure consistency with the terms of the United Nations conventions, drug control treaties, the Conventions against Transnational Organized Crime (UNTOC) and Corruption (UNCAC) and the international instruments to counter terrorism, as well as with the goals and objectives of the 20th Special Session of the General Assembly.
  • Represent UNODC’s position and interests in the assigned region in several fora, and promote solid partnerships with government authorities, institutions, civil society, regional and international aid agencies and financial institutions, parliamentarians and the media.
  • Assist the governments in the assessment of planning, design and management of response policy measures, in particular developing and proposing national as well as regional cooperation strategies.
  • Promote a better understanding of the importance of drug and crime related matters, encourage increased priority attention to all aspects of preventing and combatting drugs, crime, corruption and terrorism, and advocate the inclusion of these issues in government planning documents as well as in relevant programmes of other bilateral, multilateral and non-governmental organizations.
  • Advise DO management on dynamics in the region related to or resulting from the UN Development System Reform and 2030 Agenda based on close interaction with other UNODC Field Offices, and HQ divisions.

Programme development & resource mobilization

  • Contribute towards UN-wide strategic planning and cooperation in the field, in particular with the UN Development Coordination Office (UNDCO) and the UN Sustainable Development Group (UNSDG). Ensure that drugs/crime related issues are embedded in key UN programmatic instruments such as the Common Country Analysis and the United Nations Sustainable Development Cooperation Framework (UNSDCF).
  • Formulate programmes of technical assistance for the region, in order to ensure effective technical cooperation facilitated by improved planning.
  • Explore opportunities to grow the ROSA programme portfolio (and respective components) in line with UNODC strategy and governments’ requests, increase programme of work, develop proposals and oversee their implementation.
  • Support the DO senior management, in the development of new partnerships for field-based services to Member States and the joint resource mobilization for new activities.
  • Ensure that a resource mobilization strategy remains in place that promotes long-term involvement and financial and in-kind support and resources by government, international, public and private sector donors to the work of UNODC for the core infrastructure and technical assistance programme of UNODC in the region. At the same time, engage in joint resource mobilization efforts with the UNCT and in line with the UNDSDF budget.
  • Maintain regular consultations with counterparts and ensure that donor funding agreements are honoured in a timely manner.

Programme implementation

  • Coordinate, monitor and evaluate the overall progress of ongoing activities in the region in order to ensure the effective project/progamme delivery and use of funds as well as consistency, substantively, technically and financially with the objectives set forth in the programming tools.
  • In the project cycle management, approve directly project documents in conformity with respective UNODC Management Instructions (MI), intervene when difficulties arise, take remedial actions as required and identify appropriate solutions.
  • Manage corresponding budget and programme resources.
  • Lead the Regional Office’s work in relation to Enterprise Risk Management.
  • Ensure integrity and timely substantive and financial reporting.
  • Ensure integration of human rights and gender system-wide policies in planning and delivery of assistance.
  • Keep UNODC headquarters informed of the progress being made.
  • Ensure the effective communication of UNODC’s work and its impact in the region.

Office management

  • In accordance with established policies and delegated authority, manage the financial and human resources assigned to the Regional Office and sub-offices (Programme Offices) under the incumbent’s supervision, ensuring appropriate coverage, guidance and supervision of staff and efficient and effective use of such resources.
  • Manage, lead, guide and mentor staff under her/his responsibility. This includes promoting their professional development and creating a work environment which fosters civility and respect among staff.
  • As member of the local Security Management Team (SMT), and as outlined in the “Handbook for United Nations Designated Officials for Security”, support and advise the local Designated Official in all security management related matters. The UNODC Representative is accountable to the Secretary General through the UNODC Executive Director.
  • Be responsible for the implementation of local security management decisions taken by the Designated Official and SMT and appropriate security and safety measures and arrangements for UNODC staff, personnel, eligible family members, as well as for all UNODC premises and operations in the region, in coordination with the local UNDSS security officials, and with advice from the UNODC Focal Point for Field Security at Headquarters Vienna, as appropriate.

Education Qualification/Required Skills & Experience

  • Advanced university degree (Master’s degree or equivalent) in economics, law, public administration, political or social sciences, international relations or similar field of study related to the UNODC mandates is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of ten years of progressively responsible professional work experience in a development-related area, with increasing responsibilities and excellent performance record in programme management and international relations is required.
  • Experience in international technical assistance programme management in one or several of the following areas of UNODC’s mandates is required: drug control, crime prevention, criminal justice, countering corruption, drug prevention and health matters such as the prevention, treatment, care and rehabilitation of drug use disorders, the prevention, treatment and care of HIV/AIDS health or drug use/HIV prevention and treatment and/or terrorism prevention related issues.
  • Several years of direct, hands-on experience in coordinating and leading the implementation of programmes and projects at the field level is required.
  • Experience in ensuring and in being accountable for the correct application of rules and regulations in a large international organization or governmental institution, non-governmental organization/civil-based organization or similar is required.
  • Proven experience in managing administrative/financial and human resources is required.
  • Work experience in the United Nations system or a similar international organization is desirable.
  • Demonstrated experience in managing large and diverse teams operating at different locations, covering a wide range of substantive, programmatic and programme support functions is desirable.
  • Experience with demonstrated results in negotiation and resource mobilization of development cooperation programmes is desirable.

Job Description

The Senior Specialist is responsible for conducting literature reviews and managing mixed-method research-activities towards supporting IAVI’s health-systems and policy research initiatives in India.  Using methodological expertise in public health and social science, this position facilitates improved understanding of diverse forms of evidence; from data, stakeholder perspectives, contexts, and devise frameworks to generate evidence to inform policy.

Job Responsibilities

Drive research activities towards generating evidence for policymaking

  • Develop research strategies, including developing appropriate frameworks and deciding on the most appropriate research methodologies.
  • Identify and frame relevant research questions in collaboration with project teams.
  • Develop and pilot/test research tools (questionnaires, interview guides etc.) and analysis plans for projects at hand.

Job Description

Job Responsibilities:

  • Responsible for the implementation of PSHEA regulation and strengthen it at regional office and Asian member associations.

This position will work with the Data for Health and Environmental Health programs staff on administrative and operational tasks, including procuring and contracting goods and services, scheduling meetings and maintaining calendars, coordinating travel and logistics, planning events hosted by the programs, among other duties.

The position will have a dual report to the Principal Technical Advisor for Data Impact Program and to the Technical Advisor of Environmental Health Surveillance, and a dotted line to the Operations Manager. This position will be based out of New Delhi.

Job Responsibilities:

Administrative support

  • Support the programs staff with administrative tasks, including scheduling meetings and maintaining calendars, taking and distributing meeting notes, and other tasks as needed
  • Help arrange for or maintain organizational systems for the programs, including accurate filing systems, file sharing systems, shared calendar and email accounts, and other tools for team collaboration
  • Assist in preparing presentations and with creating and distributing documents, including assisting in the editing and formatting of project reports and related materials

Operational support

  • Support programs staff with procurement of goods and services by preparing necessary documents (terms of reference, request for quotes/proposals, requisition forms), receiving and analysing proposals, answering questions from bidders, ensuring compliance to internal policies, etc.
  • Support contract managers by collecting, organizing, and managing e-signature process for contract documents, tracking invoice submissions, and liaising with finance and accounting to manage vendor payments and address any questions or issues with payments, vendor compliance checks, purchase order creation, expense reports, or other administrative matters
  • Book travel arrangements as needed for programs staff, including ensuring travel authorization, booking tickets, reserving lodging, filing requests for per diem compensation and expense reimbursement.   • Liaise between internal Vital Strategies’ departments including Operations, Finance, IT and HR to problem-solve as needed

Event planning support

  • Organize programs meetings, workshops, webinars, etc., by assisting with planning (e.g. budgets, agendas, finalising venue and other logistics as relevant, coordinating participant invitations and managing attendance lists), preparing meeting materials, communicating with relevant stakeholders, facilitating printing of program materials and coordinating logistics for participants, including air travel, per diem, and accommodation

S/he will coordinate with the Access to Finance lead to support access to finance for project beneficiaries, facilitate market-based enterprise development, and maintain strategic partnerships. The Manager will also provide marketing and branding support services to enterprises managed by self-help group (SHG) members, co-ops, Community Agro-vet Entrepreneurs (CAVEs), and other value chain actors.

Job Responsibilities

Enterprise Development (30%):

  • Lead in formulating the enterprise development strategy for signature programs.
  • Update and implement policies, procedures, systems and tools for enterprise development in alignment with Heifer’s signature program strategy.
  • Facilitate and monitor enterprise development activities for SHG members, CAVEs, cooperatives and value chain actors.
  • Map the value chain actors, flow of information and products, infrastructure, financial institutions to help strengthen the enterprises.
  • Develop and deliver capacity building activities in the areas of agribusiness, value chain and market development.
  • Monitor, support and backstop the various categories of enterprises for effective functioning.

Marketing & Branding (30%):

  • Update and implement policies, procedures and systems for market development in alignment with Heifer’s signature program strategy (including operational guidelines for collection centers, transport vehicles, etc.).
  • Conduct market and market segmentation studies for the different value chain enterprises.
  • Conduct value chain assessments to identify gaps along the chain and develop recommendations on how to improve the selected value chains and maximize impact.
  • Identify and analyze market developments, business development-related knowledge and trends within the livestock sector and initiate internal intelligence and knowledge sharing.

The Program Officer – Social Capital will lead Heifer’s Training, and Social Capital, and assist project partners in delivering different trainings to build the capacity of the project partner team, self-help groups (SHGs), and farmer producer organizations (FPOs). The Officer will work with the Sr. Program Manager in the design, implementation, and follow-up of social capital development, aligned training programs for project partners and farmers, and in establishing Government partnership and Heifer India staff in accordance with Heifer’s objectives, policies and procedures.

Job Responsibilities

Facilitate social capital development initiatives (40%):

  • Prepare information, education and communication (IEC) Materials, social capital content and modules for the OSED/HHI project.
  • Lead and organize various events such as Heifer Cornerstones, Participatory Self Review and Planning (PSRP), Gender and Justice, Group Management, VBLP, and Personal Leadership Development to build social capital for OSED/HHI staff and community members.
  • Visit other agencies, training programs and workshops to learn important skills and knowledge relevant to the OSED/HHI project’s objectives and use them in its existing projects.
  • Visit project locations/Project Partners/SHGs for follow-ups and to check the effectiveness of Heifer’s existing social capital programs and content and then customize the content, delivery and materials for greater effectiveness.
  • Train project partners on project implementation to increase the effectiveness of projects.
  • Assist project partners in various trainings, farmers’ field trips, exchange visits, study tours, etc.
  • Report to the SPM on the progress of projects and discuss next steps as appropriate.

  • Develop/update strategy/interventions to ensure social capital development is appropriately incorporated in signature programs, as well as in the resource mobilization teams and external stakeholders as appropriate.
  • Assist with production of the entire training/facilitation package for the Social Capital Development component and be responsible for rolling it out.
  • Develop/update/produce training manuals and guidelines on all Values-Based Holistic Development (VBHCD) elements, e.g., Heifer Cornerstones, PSRP, Mentoring Team Mobilization, SHG management, etc.
  • Develop/update/produce training/facilitation materials and training tools.
  • Build the capacity of the signature program team, implementing project partners and cooperatives to implement the Personal Transformation component of the project.
  • Ensure that Cornerstone and social capital development trainings/facilitation are organized for various stakeholders as needed under each signature program.
  • Support the signature program team to strengthen social capital among farmer-owned agribusinesses (FOABs).
  • Support in documenting lessons learned, good practices, and success stories related to social capital.
  • Provide backstopping support, monitoring, evaluation, reporting, research and development, and communication regarding social capital in social media and other appropriate platforms.

 Strengthen social capital in SHGs, PMCs, PIMCs and FPOs (30%):

  • Facilitate and serve as a resource person for trainings and TOTs in the country.
  • Strengthen SHGs and FPOs in the OSED/HHI projects through program activities.
  • Ensure community mobilization for group formation, timely savings and credit, interloaning and planning at the SHG level.
  • Ensure the timely pass-on of physical and training inputs from original to POG groups.
  • Support in formation and strengthening of PMC and PIMCs and strengthen them in planning, monitoring and logistic support of project activities.
  • Ensure community mobilization for joining the FPOs and strengthening social capital in FPOs through Cornerstones training and PSRP.
  • Monitor program implementation progress with respect to training and social capital and give input where necessary based on quality improvement.
  • Facilitate trainings and capacity building of Heifer and partner staff on training and facilitation skills.
  • Develop trainings and workshops on government-initiated schemes, provisions for the project families/groups.
  • Provide quality assurance for all SHGs/cooperatives/producer associations/producer companies through the Triadic Partnership Model.

 Cooperative Development (25%):

  • Formulate the cooperative development strategy for signature programs.
  • Implement policies, procedures and systems for cooperative development in alignment with Heifer’s signature program strategy.
  • Facilitate pre-cooperative orientation activities in the SHGs and clusters of SHGs as they develop into cooperatives and unions.
  • Facilitate SHGs in the formation of primary cooperatives and support in the registration process.
  • Facilitate the capacity building of cooperative/union governing board and management in effective and efficient decision making, financial management, human resource management, operation and strategic planning and implementation, conflict management, and democratic governance.
  • Monitor, support and backstop the cooperatives/unions for effective functioning.
  • Build relationships with external agencies (public and private), and facilitate engagement with similar organizations (unions, federations).

 May perform other job-related duties as assigned (5%)

Education Qualification/Required Skills & Experience

  • A minimum of a Bachelor’s degree in rural development, social sciences, social work plus three years of experience.

Nature Conservancy India Solutions Private Limited (NCIS) is a private limited company incorporated under the Companies Act 2013, having it registered office in India in New Delhi. India. It is a wholly owned Indian subsidiary of The Nature Conservancy. The company currently provides technical consultancy, monitoring & evaluation and other related services in the domain of conservation and environment to its various clients within and outside India.

PRANA PROJECT

TNC has been successful in securing a significant grant from the Bezos Earth Fund for the Promoting Regenerative and No-burn Agriculture (PRANA) Project in India. Nature Conservancy India Solutions Pvt Ltd (NCIS) is providing techno-managerial services for the effective management and implementation of the project. The expected outcomes for the successful delivery of the project over four years are as follows:

  • At least 6 million tonnes of CO2-e mitigation through the elimination of burning on 1 million hectares of cropland.
  • At least 250,000 farmers adopt zero-burn cropping systems.
  • 500 billion litres of water saved from enhanced soil health and better agronomic practices.
  • A pilot financial instrument that incentivizes farmers to adopt no-burn practices to reduce greenhouse gas emissions.

YOUR POSITION WITH TNC

The PRANA Project Coordinator will work as part of the PRANA team contributing to the analysis and development of conservation strategies. The Project Coordinator will implement, and coordinate tasks related to all aspects of the team’s portfolio. Tasks may relate to one or more functional activities, such as financial and operations support, grant management, contracts and procurement, meetings management, special events, knowledge management, tracking internal procedures, training, etc. This position will be located in Punjab (Mohali or Ludhiana or Chandigarh) and report to the PRANA Project Director.

ESSENTIAL FUNCTIONS

The Project Coordinator assists with the development, implementation, and management of PRANA’s business plans and strategies with oversight from PRANA Leadership and in partnership with implementing partners. They will critically assess project scope and objectives, ensuring all risks and dependencies are addressed in the project plan in order to deliver successful project results that support the fulfillment of the objectives. They will assist with leading the project teams to successfully achieve identified goals in the most cost-effective and time-saving manner possible. The Project Coordinator will obtain go/no-go decisions at all project decision points from the Project Leadership and identify and obtain approval for project deliverables from the appropriate staff or teams. Throughout the project lifecycle, the Project Coordinator will monitor and measure project progress, conduct corrective action as necessary, communicate project status information to all stakeholders. They will perform risk management, issue resolution, and conflict management, and collaboratively solve complex problems. They will utilize project management methodologies and processes and ensure all organizational and divisional standards are met. They will act as a resource to other staff and Project Coordinators to provide project management guidance, training, and expertise. This role is essential for ensuring smooth operations, financial management, vendor management, contract negotiation, procurement support and in providing proper logistics support to relevant program teams. They establish TNC as a major conservation partner with farmers and communities, specifically within Punjab.

RESPONSIBILITIES & SCOPE

  • Working within PRANA’s strategic goals, manages projects with several variables – set realistic deadlines, manage a timeline, and ensure accountability using including using Smartsheet system management and progress monitoring across the team, based on inputs from stakeholders and PRANA governance meetings.
  • Act independently and in supervisor’s stead, as needed; exercise independent judgment to identify and solve problems;
  • Coordinate the work of cross-functional, cross-divisional teams towards a desired outcome;
  • Support for grant management, including coordinating reporting, scheduling and attending meetings outside of business hours, and persistently tracking and synthesizing information from a range of sources in a range of formats.
  • Financial responsibility includes purchasing, negotiating, and contracting with vendors; approving expenses; and participating in budget preparation.
  • Ensure programmatic commitments, Conservancy policies and procedures, financial standards, and legal requirements are met and managed for compliance; decisions may bind the organization financially or legally;
  • Manage project budgets and assist with budget development related to strategic projects;
  • May manage or participate in complex negotiations
  • Demonstrate sensitivity in handling confidential information.
  • Build and maintain internal team document and information management systems.
  • Organize, facilitate, and host events such as team retreats, workshops, and webinars, including managing logistics.
  • Provide research and analysis in support of Natural Climate Solutions and Tackle Climate Change priorities.
  • Travel and work flexible hours as needed.
  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work is diversified and may not always fall under established practices and guidelines.
  • Travel frequently, working long and flexible hours as needed.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree and 3 years of related experience or equivalent combination.
  • Experience managing and implementing multiple projects in parallel.
  • Experience working with cross-functional teams.
  • Experience generating reports and analyzing and interpreting the data.
  • Experience leading and supporting applied science projects that impact conservation.
  • Proficiency to read, write and speak Punjabi is added benefit. 

DESIRED QUALIFICATIONS

  • MBA or bachelor’s degree and 6-8 years of related experience or equivalent combination.
  • Multi-lingual skills and multi-cultural or cross-cultural experience are appreciated.
  • Experience, coursework, training, or knowledge of current trends in conservation, agronomy, agrobusiness, regenerative and/or sustainable agriculture highly desired.
  • Successful experience contributing to work plans and implementing strategic program goals.
  • Strong organization skills, accuracy, attention to detail, and ability to manage multiple tasks.
  • Ability to implement complex processes.
  • Experience coordinating multiple projects or workstreams in a decentralized context to achieve optimal results.
  • Ability to manage time independently and prioritize diverse responsibilities to meet deadlines.
  • Experience interpreting guidelines to achieve desired results.
  • Ability to analyze information for the purpose of coordinating and planning activities and solving problems.
  • Strong team player who can build relationships and work collaboratively across the organization and with partners.
  • Demonstrated experience using diplomacy and tact to build strong relationships and motivate staff.
  • Proficiency to read, write and speak Punjabi is added benefit.
